The Historic Highlands Neighborhood Association is opposed to the new owners’ petition for a variance for 11 Park Street for the following reasons:

- The petition calls for a variance in zoning to erect a duplex similar to others squeezed onto other properties in the city (two attached units) which exceeds the present limit by over 50% (verify). 
- The exposed parking and minimal landscaping reflect a lack of thought and are not in keeping with the architectural distinction of our historic neighborhood.
- The association is aware of numerous Inspectional Services violations by the present owners within the past year. 
- At this time the city is not able to support the additional services this complex will add.
- These concerns contribute to a further burden on a historic neighborhood regarding traffic, parking, schools, and other services already lacking.
